About Proactive Prevention Strategies, LLC

Proactive Prevention Strategies, LLC helps law enforcement agencies and public safety partners move beyond reactive response by turning evidence-based policing, problem-oriented policing, and proven crime prevention strategies into practical, realistic action.

 

Our work is grounded in research, but shaped by real-world policing experience. Effective crime prevention does not happen in theory alone. It happens under real operational conditions — with limited staffing, competing priorities, community concerns, and the daily realities faced by officers, supervisors, analysts, and agency leaders.

 

PPS was founded by Michael S. Burgess, M.S.S., a retired law enforcement professional with 24 years of experience in patrol, investigations, supervision, training, and violent crime reduction. His work focuses on bridging the gap between research and practice by helping agencies understand what works, why it matters, and how to apply it in realistic and sustainable ways.

Rather than offering one-size-fits-all programs, PPS provides practical speaking, training, consulting, and implementation support tailored to the needs of each agency, community, and public safety challenge.

What Do We Do?

Proactive Prevention Strategies, LLC helps law enforcement agencies, public safety partners, and community stakeholders move from simply responding to problems toward preventing them.

We do this by helping agencies better understand recurring crime and disorder issues, identify patterns, apply evidence-based and problem-oriented strategies, and turn those strategies into realistic action steps that fit their staffing, resources, culture, and community needs.

Our work may include speaking, training, consulting, problem assessment, SARA-based planning, partnership development, grant implementation support, and practical guidance around specific crime types or recurring public safety problems.

 

The focus is not on theory alone. The focus is on helping agencies answer practical questions:

  • What problem are we trying to solve?

  • Why is it happening here, with these people, at these times, or under these conditions?

  • What does the research and field experience suggest may help?

  • What can our agency realistically do with the people, tools, data, and partners we have?

  • How do we measure progress and adjust when needed?

How Do We Do It?

PPS uses a practical, problem-solving approach built around one simple idea: being proactive requires understanding the problem before choosing the response.

We help agencies move through a clear process that can be adapted to their specific needs, crime issues, staffing realities, available resources, and community conditions.

1. Understand the Problem

Before an agency can prevent a problem, it must first understand it.

 

PPS helps agencies look beyond general crime categories and examine the details that matter: where problems are occurring, when they are happening, who is involved, what conditions are contributing to them, and why the issue keeps repeating.

 

This may include reviewing calls for service, crime reports, incident patterns, repeat locations, repeat offenders, victimization patterns, available data, officer knowledge, analyst products, and community concerns.

2. Identify What Can Be Done

Once the problem is better understood, PPS helps agencies consider practical, evidence-informed options that fit the local reality.

 

This may include strategies connected to the SARA model, the crime triangle, hot spots policing, focused deterrence, Crime Prevention Through Environmental Design, partnerships, problem-oriented policing, and other proactive approaches.

 

The goal is not to force every agency into the same model. The goal is to identify what makes sense for the specific problem, agency, community, and available resources.

3. Build a Realistic Response

Good strategies only matter if they can actually be carried out.

 

PPS helps agencies think through who needs to be involved, what actions need to be taken, what role officers and supervisors will play, what partners can contribute, what data or technology can support the effort, and how the response can be managed over time.

 

This includes focusing on strategies that officers can understand, supervisors can reinforce, leaders can support, and partners can help sustain.

4. Strengthen Partnerships

Many recurring public safety problems cannot be solved by police alone.

Meet the Owner / Founder:

Michael S. Burgess is the founder of Proactive Prevention Strategies, LLC and

a retired law enforcement professional with 24 years of experience in patrol,

criminal investigations, supervision, training, and violent crime reduction.

Throughout his career, Michael served in a variety of operational, investigative, and leadership roles. His experience includes criminal investigations, major and complex case work, narcotics investigations, SWAT, child abuse investigations, background investigations, public information, large-event planning, law enforcement training, and supervision of proactive crime reduction efforts.

Michael holds a master’s degree in Law Enforcement Intelligence Analysis (Michigan State University) and a bachelor’s degree in Public Affairs with a concentration in Homeland Security (SUNY Empire). He has also served as a certified police instructor and has trained law enforcement professionals in investigations, law, evidence-informed crime reduction, and practical policing strategies.

Michael is also an author and published writer whose work focuses on proactive crime prevention, evidence-based policing, problem-oriented policing, violent crime reduction, and practical implementation strategies for law enforcement. He is the author of two books, including The Comprehensive Field Guide to Proactive Crime Prevention: Strategies, Technology, Partnerships, and Playbooks for Smarter Policing and Safer Communities, and has written numerous articles and professional reflections aimed at helping agencies, officers, supervisors, and public safety partners better understand and apply proactive strategies in the real world.

His work focuses on bridging the gap between research and practice. Michael believes law enforcement agencies need realistic, understandable, and sustainable ways to move beyond purely reactive enforcement and toward proactive strategies that help reduce repeat calls, prevent harm, improve officer safety, and strengthen community trust.
