Many agencies I work with are eager to โ€œdo something proactive.โ€


They want strategies. Programs. Tactics.


But hereโ€™s the reality:

Without a solid understanding of the basics of Evidence-Based Policing (EBP) and Problem-Oriented Policing (POP), even the best strategies will miss the mark.


Before we talk about what to do, we have to understand what the actual problem isโ€”and why itโ€™s happening.


๐™Ž๐™ฉ๐™–๐™ง๐™ฉ ๐™ฌ๐™ž๐™ฉ๐™ ๐™ฉ๐™๐™š ๐™๐™ช๐™ฃ๐™™๐™–๐™ข๐™š๐™ฃ๐™ฉ๐™–๐™ก๐™จ


Evidence-Based Policing (EBP) is not about following trends or buying new technology.


Itโ€™s about using research, data, and professional experience to guide decisionsโ€”so weโ€™re not guessing or reacting, but acting with purpose.


Problem-Oriented Policing (POP) shifts the focus away from individual incidents and toward patterns and underlying conditions that allow crime and disorder to occur in the first place.


In short:

ย โ€ข POP helps us ask better questions

SARA is not a checklistโ€”itโ€™s a thinking framework:

ย โ€ข Scanning: What recurring problems are we seeing?

ย โ€ข Analysis: What does the data tell us about where, when, how, and why this problem exists?

ย โ€ข Response: What targeted actions address the root causes, not just the symptoms?

ย โ€ข Assessment: Did it work? What needs to be adjusted?


Most agencies struggle because they jump straight to Response, skipping the most important step: Analysis.

Whether youโ€™re an officer, supervisor, analyst, or administratorโ€”your role is critical.


ย โ€ข Officers observe patterns and conditions on the ground

ย โ€ข Supervisors guide problem identification and accountability

ย โ€ข Analysts help turn raw data into meaningful insight

ย โ€ข Leadership ensures the process is supported and sustained


This is not about doing more work.

Itโ€™s about doing the right work, in the right places, for the right reasons.

If agencies skip the foundationโ€”

If they donโ€™t understand what EBP and POP are, why they matter, and how to properly identify problems using their dataโ€”

Get the foundation right first.
